Our basic understanding of your requirements are as follows...

  • DETERRENCE/PREVENTION of crime/sabotage risk, as may be directed against clients facilities using professional guard efforts and visibility.
  • PROTECTION actualized by roving patrols access management, traffic and crowd control, keys control, escorts and effective reactionto emergencies.
  • ENFORCEMENT of all clients safety and security rules and regulation
  • ARREST of violators of these rules and regulations for prosecution.
  • IMAGE projection of the status of client via professional conduct.
  • EDUCATION by formal and informal means of client's personnel as to personal security and safety requirements.

GUARD FORCE DAILY OPERATIONS PROCEDURE:

  • Shift/Guards arrive in 30 minutes before duty commencement to dress up and equip themselves
  • LOG or PUNCH IN at guard post.
  • Form up for Muster parade at beat locations for briefing and inspection by beat supervisor reasoning for forming up beats inside of a central location is to ensure that no beat is left unmanned.
  • Joint inspection by outgoing/incoming beat supervisors.
  • Hand over logs made up and signed by the supervisors.
  • Guards deployed to various beats point/section.

REPORTING:

Reporting is at three distinct levels.

(a) Guard -to-shift Supervisor:
1) Oral whistle calls
2) Incident report forms

(b) Shift supervisor-to-ops officer:
1) Incident report forms
2) Shift reports

(c) Ops officer-to-contract Manager
1) Daily Briefing before commencement of shift
2) Submission of and discussion of beat documents.

TECHNICAL PROPOSAL

This volume details QUEESS corporate ability for fulfilling Technical/Management requirements of the solicited contract, which we have proved in similar contract.

TECHNICAL PROPOSAL (SUMMARY)

To meet the highly technical requirements of this contract, QUEESS proposes to

  • Provide carefully selected, educated, physically and medically fit, vettable and trainable individuals as guard elements of contract.
  • To endeavour at all times to retain our trained personnel via sound administration policy; career planning and consistency.
  • Maintain a high level of supervision and discipline of the guard force terms of specific task performance and uniform turn out and bearing.
  • Provide skill-based training and re-training as well as on-the job training to enhance performance at all times
  • Utilize customer agents/operational goodwill for maximum coverage and performance at all times.
  • Operate equipment provided by the client ,with competent personnel and ensure compliance with the relevant operational codes . - Vehicle log , visitor's log , incident Report forms, waybills, special events ,diaries ,etc
  • (d) Contract manager-to-client's designate;
    (i) Daily review meetings
    (ii) Weekly Reports
    (iii) Monthly Summary Reports
  • Beat supervisor conducts a minimum of 5 patrol tours during an 8-hour shift . This is recorded in a beat Supervisors patrol log
  • Operation officer visit times during each 8-hour shift and personally debriefs the entire shift personnel at the end each beat twice during each 8-hour shift.

GUARD FORCE INSPECTION REPORT

Our general maxim and guiding philosophy on guard supervision is always will not always that Security guards will not always do what we expect but rather what we inspect. This goes to say that every effort is made to monitor the activities of our guards round the clock to ensure strict compliance with uniform clothes as well as professional ethics. Our standard procedure is as follows.

  • Duty Officers patrol Tour:- The duty officer of the day also calls physically at least 2 times by day and 2 times at night at irregular intervals to check guards. He also has a bunch of spare guards in the entourage to make up for any guards strength shortfalls at any location.
  • Admin patrols:- The admin Officer/ Clerk also make a trip round all locations at least once a day to collate beat reports and see to any Admin. deficiencies.
  • Management team;- Senior Management staff sometimes supplement patrol efforts by making unscheduled trips to every location in order to get on -the-spot assessment.
